RBZ starts circulating ZiG notes, coins today – The Herald

THE new Zimbabwe Gold (ZiG) bank notes and coins go into circulation today, bringing relief to the transacting public, with confidence in the gold-backed money growing across all economic sectors.

Informal traders, commuters and other interest groups had been anxiously awaiting an alternative to the electronic payment methods which, apart from hard currency cash transactions, had been solely in use since the launch of ZiG on April 5.

Major companies in the manufacturing, retail, wholesale and aviation industries have been accepting electronic ZiG payments ahead of today’s roll out of the physical currency.

Banks yesterday took delivery of notes and coins purchased from the Reserve Bank of Zimbabwe for commencement of withdrawals by depositors today.

The central bank has since set weekly cash withdrawal limits at ZiG3 000 for individuals and ZiG30 000 for corporates to manage the initial roll-out.

In an update yesterday, RBZ Governor Dr John Mushayavanhu said authorities had finalised the distribution systems by the end of the business.

“We will be seeing the new notes and coins effective this Tuesday (today). All the modalities have been completed and come tomorrow morning (today), Zimbabweans can begin to use the currency depending on the logistics of each bank.

“There is that need for Zimbabweans to use ZiG. I implore the nation to focus on a currency preservation system to facilitate ease and convenience to Zimbabwe. It is all about confidence and as the central bank, we are guaranteeing confidence in the economy,” said Dr Mushayavanhu.

Confederation of Zimbabwe Retailers (CZR) president Mr Denford Mutashu said: “We are ready for the introduction of ZiG coins and ZiG notes.

“We are quite optimistic because the market has been eagerly awaiting the coins to help address the issue of change shortage.

“Consumers and the general public are tired of receiving coupons and candy instead of their change.”

Mr Mutashu urged retailers to strictly adhere to the official exchange rate, saying: “We have extensively engaged with our membership, both formal and informal.

“It is important to note the wide acceptance and use of ZiG electronic money. We do not expect any deviation from the formal exchange rate, particularly within the formal sector.”

The Greater Harare Association of Commuter Operators (GHACO) chairman Mr Ngoni Katsvairo said the ZiG currency comes as a relief for transport operators.

“We have been facing serious challenges in terms of providing change to passengers and I believe it’s a relief to all transport operators.”

However, Mr Katsvairo appealed to the Government to make sure fuel was sold in ZiG notes and coins.

“We hope that fuel stations will accept ZiG payments. Challenges may arise if fuel stations reject ZiG notes.

“During the initial days of its introduction, entire trips could be paid for exclusively in ZiG, so we should have designated fuel stations that will supply fuel in ZiG notes.”

Economist, Mr Persistence Gwanyanya, who is also a member of the RBZ Monetary Policy Committee, recently hailed the new currency, saying it had brought renewed hope on the country’s currency situation and the economy at large.

“It presents a future and a renewed hope on our currency, our stability situation and our economy at large. The issue of currency stability has grown to become a thorn in the flesh, but I think we are in the process of resolving it permanently.

“We have decided to link the currency to special minerals so as to manage currency stability through a structured currency called ZiG.

“We have also seen the improvement, interventions on the market for foreign currency with the abandonment of the foreign currency auction system and the adoption of a more transparent and more effective system where the central bank will continue to support, but will give the market greater leeway to be interacting,” he said.

Last week, Air Zimbabwe joined another local airline fastjet which was already accepting ZiG, boosting public confidence in the new currency introduced on April 5.

“We are pleased to advise that Air Zimbabwe accepts ZiG payments for ticket purchases through our sales offices.

“This move reflects our commitment to adapt to the evolving financial landscape and offer our stakeholders convenient payment options.

“As we integrate Zimbabwe Gold currency into our payment systems, we are finalising the process for its acceptance on our online payment platform,” said Air Zimbabwe in a statement.

The national airline said it understood the importance of providing seamless and secure online transactions, and had been working diligently to ensure that the option of online payment was available to its valued customers.

“Air Zimbabwe remains dedicated to providing excellent service to our passengers while embracing innovative solutions that benefit both our customers and the economy.

“We appreciate the continued support of our stakeholders as we navigate these changes together,” said Air Zimbabwe.

The new currency is backed by a combination of gold, precious minerals and foreign currency reserves.

Notably, all ZiG banknotes and coins are produced locally.

The ZiG notes and coins will be drip-fed into the market in denominations ranging from ZiG1 to ZiG200.

The new currency replaced the Zimbabwe dollar, which was rapidly depreciating against major currencies since the beginning of the year.

RBZ has in its reserves, US$100 million in foreign currency and 2,5 tonnes of gold valued at US$185 million.

‘USD passport fees a contractual issue’

THE Government has said it will continue to charge passport fees in foreign currency despite the introduction of a new currency because of a contractual obligation with the company that helped to establish the electronic passport system.

The new e-passport was introduced in December 2021 with prices in US dollars, with an ordinary passport costing US$150 and an emergency one fetching US$250.

Lithuanian company, Garsu Pasaulis, partnered with the Government to introduce the e-passport.

The project has helped to address the historic backlog issue in issuing passports and brought increased efficiency.

Zimbabwe introduced an e-passport in December 2021 after partnering with Garsu Pasaulis under a build, own, operate and transfer basis.

This resulted in passport fees being pegged in foreign currency with an ordinary passport costing US$150, while an emergency one fetches US$250.

The intervention has brought efficiency in the issuance of travel documents and has tackled historic backlog issues.

Following the introduction of ZiG by the Reserve Bank of Zimbabwe last month, members of the public have been asking why there is still a need to pay for passports in foreign currency.

Senator Meliwe Phuti asked Finance, Economic Development and Investment Promotion Deputy Minister, David Kuda Mnangagwa, in Parliament why the new currency cannot be used to pay for passports, among other services.

In response, Deputy Minister Mnangagwa said the Government was working towards ensuring that the local currency pays for all goods and services, but clarified that the passport issue was unique as the investor has to recoup its investment.

“I believe that social contract and the mechanics around it are being discussed. It is a sensitive area that we don’t want to rush or expediently go to without having spoken to all the stakeholders,” he said.

“Similar to some of the PPP arrangements that are there, I think the Government holds the sanctity of contract sacrosanct. So, you would find that there were cases where you would spend days at the passport office.

“An investor came in, and part of those arrangements included foreign currency pricing. These are stamped-in documents that need to be reviewed by the relevant ministries. The relevant authorities and stakeholders are looking at how we can possibly have all these areas within the ZiG domain.”

The Government partnered Garsu Pasaulis and the partnership includes producing new passports that meet modern international standards that will allow Zimbabweans to travel without additional complications.

The partnership has seen the company refurbishing provincial and district registry offices while providing material to produce national identity cards.

Zimbabwe also started issuing passport services in South Africa as it moves to bring convenience to travel document seekers.

Before the Government engaged Garsu Pasaulis, the country was experiencing serious challenges in providing travel documents, with the passport backlog clocking 200 000.

The 30th of May is too early because you found Neville with an Estonian ID, many foreign bank cards, and 48 sim cards in contravention of the telecommunications act, which is indicative that he is operating in a syndicate of organised criminal gangs. This is a high security case; if the same courts sent Job Sikala for utterances as a security risk and he was in prison for a long time, honestly, Neville is a high national, regional, and international security risk considering all the apparatus suggestive of international crimes/insurgency.

Therefore, this case of Neville Mutsvangwa should not be treated with urgency but due investigative/intelligence gathering processes should be prioritised. Given the apparatus which were at his disposal, the case should be multinational. Has the Zimbabwean Republic Police made a notification to the InterPol regional office?

The most disturbing national security risk about Neville Mutsvangwa is the fact that he was found with an Estonian ID which was NEVER declared to the Zimbabwe immigration and border security. Neville Mutsvangwa is a person of high security risk and interest considering that Estonia is infamous for its Albanian/Russian mafia known for notorious international arms trafficking, drugs, human trafficking, prostitution, and money laundering gangs. I hope the CIA will not be interested in this case and our nation find itself in the same situation as Nicaragua/Panama and Congo in the late 1990s. Are Zimbabweans citizens safe considering how greedy the Mutsvangwas are and placing the country at high risk?

Christopher and Monica Mutsvangwa need to be interrogated as well. Arrest Chris and Monica Mutsvangwa to answer questions for the money laundering and Estonian ID as it is apparent that as long as money is involved, they will not stop at even putting the nation in jeopardy. Our nation must not be a thug’s paradise.

Zimbabwe starts processing e-passports at its embassy in South Africa this week, with officers from the Registrar General’s department being deployed to assist consulate staff.

As the Government continues to make strides in making civic documents readily available and easy to access, the Foreign Affairs and International Trade Ministry has completed the setting up of the e-passport processing centre in Johannesburg.

Plans are afoot to open five more e-passport offices abroad, including in the United Kingdom, the United Arab Emirates and the US.

The Second Republic is walking the talk on bringing services closer to the people, locally and abroad.

In an interview, Permanent Secretary for Home Affairs and Cultural Heritage, Ambassador Raphael Faranisi, said all was in place to start the issue of e-passports in South Africa from this week.

“Staff from the registrar’s office will this week be travelling to our South African Embassy to train the consulate staff on how to process e-passports.

“The Foreign Affairs and International Trade Ministry was doing renovations at the consulate, but it is now complete. So, this week, while training the consulate staff, they will also be issuing the e-passports.”

Within two weeks, issuing e-passports would be in full swing.

Ministers of Foreign Affairs and International Trade and of Home Affairs and Cultural Heritage will officially commission the office on a date to be announced.

The Government has opened several e-passport centres countrywide including in Guruve, Gwanda, Gweru, Lupane, Marondera, Beitbridge, Chitungwiza, Hwange, Mazowe, Murehwa, Zvishavane, Chinhoyi and Guruve, to add to the facilities at Chiwashira Muchecheterwa Building in Harare and at provincial and district offices in Bulawayo.

Issuance of e-passports began on January 18 2022, as the civil registry department took heed of the Government’s directive to smoothen the process of acquiring travel documents, which, until then, was a nightmare for many people.

The launch of the e-passport and the state-of-the-art passport enrolment centre, is in line with the Government’s vision of a modern and digitised economy.

Strategic investment in key areas of the digital economy is seen as a critical way for Zimbabwe to keep pace with the dynamic and technological environment.
