Mnangagwa in catch-22 situation

UNIVERSITY of Cape Town constitutional lawyer Dr Alfred Mavedzenge says President Emmerson Mnangagwa is in a catch-22 situation as he risks causing an implosion in Zanu PF if he backtracks on his statements that he will not push for a third term in violation of the constitution.

On the other hand, says Mavedzenge, sticking to his promise could confer him the status of a statesman for posterity.

After winning the 23 and 24 August elections last year amid strong rigging accusations by the opposition and condemnation by Southern African Development Community, Mnangagwa has been seen to be pushing for a third term.

The scheme involved garnering a two-thirds majority in the lower house of the bicameral Parliament through use of self-imposed secretary-general of the Citizens’ Coalition for Change (CCC) Sengezo Tshabangu who instituted recalls of opposition lawmakers.

Zanu PF officials then latched onto the infamous slogan “2030 VaMnangagwa vanenge vachipo (2030 Mnangagwa will still be there) which implied he would rule beyond the constitutional limit of his second term that ends in 2028.

However, in a recent interview published by state media, Mnangagwa said he will not seek a third term as he has no intention of violating the constitution.

“There is not an iota of evidence where Zanu PF or I, as President, has ever expressed the violation of our constitution,” the 81-year-old said.

“We in Zanu PF are very democratic and we obey the constitution.”

In an interview with The NewsHawks, Mavedzenge, who is a senior research fellow at the University of Cape Town where he attained a PhD in constitutional law and an LLM in constitutional and administrative law, said he believes Mnangagwa is not being honest in saying he is not interested in a third term.

“I think he is not being honest. He has not been so in the past. He is giving an impression he is now okay, which is a positive thing. It’s beneficial to both Zanu PF and outside that leaders can come and go.

“He lost an opportunity to democratise since taking over power and I think he is now in a catch-22 situation. If he does not backtrack on his promise that he won’t seek a third term, that will redeem his legacy in that regard. However, if he pushes for a third term there will be implosion within Zanu PF and even outside the party,” he said.

Mavedzenge said some lessons can be taken by Mnangagwa from the case of Guinea’s former president Alpha Condé.

Condé changed the constitution amid bloody protests from the opposition, before winning a controversial third term.

However, special forces commander Colonel Mamady Doumbouya staged a coup and placed power in the hands of the military junta.

“People reach a point where they become tired of a leader. That is what happened to Condé and back in Zimbabwe to the late President (Robert) Mugabe. So many lessons can be learnt from the case of Condé. Mnangagwa is re-aligning the military but he risks a rebellion from the system itself if he pushes ahead with the third-term bid,” said Mavedzenge.

“Mnangagwa has a golden opportunity as a leader to do the right thing by not seeking a third term. We have an example of Kenneth Kaunda (Zambia’s founding president). He was a bad leader for his people during his reign. Kaunda was terrible, including his foreign relations policy, and his domestic policy was bad, but when he died he was internationally acclaimed. He did one thing right at the end. He handed over power to Frederick Chiluba. He conceded defeat,” said Mavedzenge.

He reiterated that Mnangagwa also has an opportunity to do one thing right that can redeem his legacy which is to hand over power after his constitutionally mandated two terms end in 2028.

“He will have a peace of mind if he does that. Even if Nelson Chamisa wins the elections, he will not arrest him,” said Mavedzenge.

Israeli authorities raid Al Jazeera after shutdown order

JERUSALEM/DOHA,- Israeli authorities raided a Jerusalem hotel room used by Al Jazeera as its office after the government decided to shut down the Qatari-owned TV station’s local operations on Sunday, an Israeli official and an Al Jazeera source told Reuters.

Video circulated online showed plainclothes officers dismantling camera equipment in a hotel room, which the Al Jazeera source said was in East Jerusalem.
Prime Minister Benjamin Netanyahu’s cabinet shut down the network for as long as the war in Gaza continues, saying it threatened national security.

Al Jazeera said the move was a “criminal action” and the accusation that the network threatened Israeli security was a “dangerous and ridiculous lie” that put its journalists at risk.

It reserved the right to “pursue every legal step”.

The network has criticised Israel’s military operation in Gaza, from where it has reported throughout the war.

“The incitement channel Al Jazeera will be closed in Israel,” Netanyahu posted on social media following a unanimous cabinet vote.

A government statement said Israel’s communications minister signed orders to “act immediately”, but at least one lawmaker who supported the closure said Al Jazeera could still try to block it in court.

The measure, the statement said, includes closing Al Jazeera’s offices in Israel, confiscating broadcast equipment, cutting off the channel from cable and satellite companies and blocking its websites. It did not mention Al Jazeera’s Gaza operations.

Israeli satellite and cable television providers suspended Al Jazeera broadcasts following the government decision.

There was no official comment from the Qatari government, which deferred to Al Jazeera.

The network last month complained of “a series of systematic Israeli attacks to silence Al Jazeera”.

It said Israel deliberately targeted and killed several of its journalists, including Samer Abu Daqqa and Hamza AlDahdooh, both killed in Gaza during the conflict. Israel has said it does not target journalists.

Qatar established Al Jazeera in 1996 and views it as a way to bolster its global profile.

“Al Jazeera Media Network strongly condemns and denounces this criminal act that violates human rights and the basic right to access of information,” the network said in a statement. “Al Jazeera affirms its right to continue to provide news and information to its global audiences.”

The UN Human Rights Office also criticised the closure.

“We regret cabinet decision to close Al Jazeera in Israel,” it said on X. “A free & independent media is essential to ensuring transparency & accountability. Now, even more so given tight restrictions on reporting from Gaza. Freedom of expression is a key human right. We urge govt to overturn ban.”

Israel’s parliament last month ratified a law allowing the temporary closure in Israel of foreign broadcasters considered to be a threat to national security.

The law allows Netanyahu and his security cabinet to shut the network’s offices in Israel for 45 days, a period that can be renewed, so it could stay in force until the end of July or until the end of major military operations in Gaza.

Qatar, where several Hamas political leaders are based, is trying to mediate a ceasefire and hostage release deal that could halt the Gaza war.

Madonna attracts 1.6 million to free concert at Brazil’s Copacabana beach

RIO DE JANEIRO,- More than a million people thronged Brazil’s Copacabana beach for a free Madonna concert on Saturday, braving the heat to see the end of her “Celebration” world tour.

The sand and oceanfront boulevard around Rio de Janeiro’s famed beach were filled for several blocks by a crowd the city estimated at 1.6 million.
Many had been there for hours or even days to get a good spot, while richer fans anchored in dozens of boats near the beach and onlookers crowded beachfront apartments.

Firefighters sprayed water before the concert, when temperatures exceeded 30 degrees Celsius (86 degrees Fahrenheit), to cool fans gathered near the pop queen’s stage, and drinking water was distributed for free. Temperatures were around 27 C (81 F) during the late night show.

Madonna, 65, performed songs such as “Like a Prayer”, “Vogue” and “Express Yourself” for over two hours from 10:45 p.m. (0145 GMT on Sunday) as she wound up the greatest hits tour that started late last year.

“Rio, here we are, in the most beautiful place in the world, with the ocean, the mountains, Jesus,” Madonna told the crowd, referring to the city’s huge mountaintop Christ the Redeemer statue. “Magic.”

More than 3,000 police officers were deployed around the concert area, where the Rolling Stones and Rod Stewart have also drawn million-strong crowds. The authorities used a crowd-management strategy similar to their handling of the city’s famous New Year’s Eve celebrations.

Brazilian authorities have stepped up their vigilance over heat-related health problems after a young Brazilian fan died at a concert by Taylor Swift last year due to heat exhaustion.

Rio’s state and city governments said they spent 20 million reais ($3.9 million) on the concert, while the rest was financed by private sponsors. The authorities estimate the concert could bring about 300 million reais to Rio’s economy.

Salah scores as Liverpool beats Tottenham 4-2 in the Premier League

LIVERPOOL, England — Mohamed Salah quickly put last week’s sideline spat with Jurgen Klopp behind him by scoring first in Liverpool’s 4-2 win against Tottenham in the Premier League on Sunday.

The sight of Salah arguing with his departing manager late on in Liverpool’s 2-2 draw at West Ham last week dominated debate in the following days.

But the Egyptian was back in the starting lineup and back on the score sheet to set his team on course for victory against Spurs at Anfield.

Salah had already come close to scoring by the time he rose at the far post in the 16th minute to head in Cody Gakpo’s cross from the left.

Tottenham had been given hope in its pursuit of Champions League qualification after fourth-place Aston Villa had a surprise 1-0 loss at Brighton. But Ange Postecoglou’s team never looked capable of taking advantage of that result after being outclassed by Liverpool.

The home team went 2-0 up in the 45th after Salah’s shot was saved by Spurs goalkeeper Guglielmo Vicario and Andy Robertson converted from the rebound.

It was the least Liverpool deserved after dominating the chances in the first half and forcing Vicario into a host of desperate saves.

The title may be all but beyond Klopp’s team, but Liverpool still looks intent on ending the season on a high for the German, who is stepping down as manager.

Gakpo scored Liverpool’s third goal five minutes after the break when heading low at the far post following Harvey Elliott’s curling left-foot cross.

Nine minutes later it was Elliott’s turn to score with a moment of individual brilliance that brought the home fans to their feet and a beaming grin to Klopp’s face.

Collecting the ball on the right, Elliott needed one touch to get away from Rodrigo Bentancur. Then, from around 20 yards (meters), he curled an unstoppable left-foot shot into the top corner and beyond the dive of Vicario.

Postecoglou sent on Richarlison in the hope of salvaging something and the Brazil international quickly made an impact by turning home Brennan Johnson’s cross in the 72nd.

He then turned provider to tee up Son Heung-min to fire in from close range five minutes later.

Richarlison forced Alisson into a low save when racing through late on, which led to Joe Gomez producing a flying clearance to stop Johnson from converting the rebound.
